Week of May 2nd, 2016 –

The following work plan is based expectation as of 8am, April 29th, 2016. All work is subject to change based on weather conditions.

PAVING IS ALMOST DONE!!!
(Rained out last week.)

  1. The milling is done and they are ready to place the surface course and the bike path! Next week will continue to be very busy with a variety of paving-related activities. Use Green Holly if it make sense for you.
  2. Single lane closures will start a little earlier and end a little later in an effort to get it over with. If we are ‘pushing the envelope’ too much, it can be adjusted.
  3. The speed hump in front of Graul’s will be reinstalled as part of the paving effort.
  4. There are segments of the sidewalk that need to be completed. This will likely take place after the paving is complete, due to access and crew availability.
  5. Work on the curb and gutter and concrete sidewalk on the east side will continue through the week of May 6.
  6. Begin work on the guardhouse relocation, starting with the foundation. Building relocation to follow. The County will confirm the move date as it approaches. It is looking like the week of May 9, 2016.

Some other information you may be interested in.

  1. The step pool (SPCS) near the Fire Station is holding water and it should not. Our current working theory is that a spring or other groundwater is getting in faster that the SPCS can filter it out. We are looking into this, and will let the community know what we find.
  2. You may have observed that some of the curb and sidewalk has been removed and reinstalled. There are several reasons this has happened, and vary by location. They include: changes to the (road) pavement elevation to facilitate drainage and address existing pavement elevation issues, damage to the curb that needed to be repaired/replaced, compliance with Americans Disabilities Act (ADA) at the ramps, sidewalks, etc., installation errors by the contractor. Be assured that the responsible parties are being held accountable for their errors, even if the corrective action in the field looks the same.
  3. The southern segment of the project, approximately from the intersection with Forest Terrace, is actually State Highway Administration (SHA) right of way, and not the County right of way. Therefore, they perform the final inspection and acceptance of any work we do. This includes the ADA inspection, approval of all materials place, including concrete based on result of laboratory strength tests. Unlike the County, the ADA and materials acceptance efforts will be performed by SHA after all of the asphalt/concrete is placed within their area. If any rework is required, it will not be identified for a few more weeks.

Week of April 25th, 2016 –

The following work plan is based expectation as of 3pm, April 22nd, 2016. All work is subject to change based on weather conditions.

  1. The details of the paving schedule seem to be fluid, so I will not offer specifics that are likely to change. The next week will continue to be very busy with a variety of paving-related activities. Use Green Holly if it make sense for you.
  2. Single lane closures will start a little earlier and end a little later in an effort to get it over with. If we are ‘pushing the envelope’ too much, it can be adjusted.
  3. Milling the existing surface from the small island to the Fire Department will start Monday morning, and take two days.
  4. Then we will place surface pavement, which will take two days.
  5. Permanent striping will be the following week.
  6. The hiker-biker path is to be paved as soon as the surface paving is complete, so there will be a lane closure for the trucks, but the surface pavement for the road will be done.
  7. There are segments of the sidewalk that need to be completed. This will likely take place after the paving is complete, due to access and crew availability.
  8. Construction of the step pool is complete. Landscaping here and elsewhere on the project will follow shortly.
  9. Work on the curb and gutter and concrete sidewalk on the east side will continue through the week of April 25, at least.
  10. Begin work on the guardhouse relocation, starting with the foundation. Building relocation to follow. The County will confirm the move date as it approaches. It is looking like the week of May 9, 2016.

Week of April 11th, 2016 –

The following work plan is based expectation as of 11am, April 8th, 2016. All work is subject to change based on weather conditions.

  1. The detour was unpopular. Sorry. We will only have the detour while we are
    actually paving.
  2. The details of the paving schedule seem to be fluid, so I will not offer specifics that are likely to change. The next two weeks will be very busy with a variety of paving-related activities. Keep an eye on the Variable Message Sign for updates, and use Green Holly if it make sense for you.
  3. Single lane closures will start a little earlier and end a little later in an effort to get it over with. If we are ‘pushing the envelope’ too much, it can be adjusted.
  4. Note that paving efforts have been pushed into the week of April 18. Some of this is due to work restrictions with the State Highway portion of the project, near Saint Claire Court. We do not have jurisdiction/authority to make exceptions.
  5. The hiker-biker path is to be paved the week of April 25, so there will be a lane closure for the trucks, but the surface pavement for the road should be done.
  6. There are segments of the sidewalk that need to be completed. This will likely take place after the paving is complete, due to access and crew availability.

Week of April 4th, 2016 –

The following work plan is based expectation as of 10am, April 1st, 2016. All work is subject to change based on weather conditions.

  1. Repairs / modification to the existing paving are required and will take place on April 4 and 5 (this coming Monday and Tuesday!!) EXPECT DELAYS Please use Green Holly Drive to/from Hilltop, if possible. An alternate route, marked “DETOUR” will be established.
  2. Milling of Cape St. Claire Road, from St. Claire Court to the Fire Station will begin April 11, will surface paving to follow. We will keep working until we are done, but expect activities and delays through at least April 18. (No work on
    the weekend due to heavy traffic.)
  3. Paving of the hiker-biker will follow road paving.
  4. Construction of the step pool is complete. Landscaping here and elsewhere
    on the project will follow shortly.
  5. Work on the curb and gutter and concrete sidewalk on the east side will

Week of March 28th, 2016 –

The following work plan is based expectation as of 1 PM, March 21st, 2016. All work is subject to change based on weather conditions.

  1. Construction of the step pool is complete. Landscaping here and elsewhere on the project will follow shortly.
  2. Work on the curb and gutter and concrete sidewalk on the east side will continue through the week of April 4.
  3. Installation of the final water line connections near Saint Claire Court will proceed the week of March 28.
  4. Work on the guardhouse relocation will begin the week of April 4, starting with the foundation. Building relocation to follow. The County will confirm the move date as it approaches.
  5. Installation of the upgraded traffic signal at the Fire Station will begin the week of April 11. (No signal at Hilltop/Little Magothy.)
  6. The contractor is currently projecting that milling and full depth repair of Cape St. Claire Road from the Fire Station south will begin the week of April 11. Final paving is anticipated the following week.

Week of February 22nd, 2016 –

The following work plan is based expectation as of 5 PM, February 18th, 2016. All work is subject to change based on weather conditions.

  1. The contractor will shift traffic to the west side of the roadway on Monday, February 22, weather permitting. Once the striping is complete, on Monday, there will be one lane in each direction, with room for the contractor to work on the east side. The lane shift is between Forest Terrace and the Fire Department, and will continue for several weeks.
  2. The contractor has assigned additional crews to the project. Therefore, there is likely to be several areas of activity.
  3. Work on the watermain south of the southern leg of Woodland Circle may begin the week of February 29.
  4. Work on the step pool behind the Fire Department parking lot will continue as weather and ground conditions permit. While there are no lane closures, there will be delivery of materials in this area.
  5. The relocation of the guardhouse is on hold until Spring 2016.

  1. Installation of the drainage system South of Saint Claire Court is to be completed this week, one day’s work anticipated. This will require a lane closure adjacent to the small island. There will be no impacts to the island itself.
  2. Work on the step pool behind the Fire Department parking lot will continue as weather and ground conditions permit.
  3. The relocation of the guardhouse is on hold until Spring 2016.

UPDATE December 16th 2015 –

  1. Paving for the winter is complete.
  2. There will be an island surrounding the FH, including the sidewalk. Installation is eminent, now that paving in that area is done.
  3. When the FD island goes in, we will move the plastic barrier.
  4. Striping to be done on Friday, December 18th.

    • Repairs to existing paving and trenches across Cape St. Claire
    • Some resurfacing of the Fire Department parking lot.

County Update Week of November 2nd 2015 –

  • The connection of the new main to the existing main is complete!!
  • The service connections for the individual houses are being installed. Pits are required adjacent to the street (within the right of way) and the waterline will be exposed for each connection location. This will be done at night, and is expected to be noisy. Work is anticipated to continue through November 12. Work will start near Hilltop and move south. Some excavation will be done during the day. Lane closures for the actual connections will be at night.
  • We are making preparations for relocating the guardhouse. The actual move date is tentatively scheduled for week of November 18. Update next week.
  • Paving is anticipated the week of November 9, after critical house connections within the road have been completed and final paving elevation confirmed.

  • There is a new fire hydrant near the southern end of the Goshen Farm field scheduled for the night of Sunday, Oct.11.
  • Waterline will be tested (bacteria and pressure). This will take place on the nights of Monday, Oct. 12 through Wed., Oct. 14 (Thursday morning). There will be a lot of night activity during the test.
  • The new waterline will be connected to the existing line on the night of Thursday, October 15, with more work on the night of Sunday, October 18. This work will require shutting a valve which will turn off water for the southern leg of Woodland Circle and one Cape St. Claire house. Separate notices are being delivered.
  • Once the new main is in service, the connections for the individual houses will be installed. Pits will be dug adjacent to the street (within the right of way) and the waterline will be exposed at the waterline, for each location. This will be done at night, and is expected to be noisy. Work is anticipated to start on the night of Sunday, October 18. Work will start near Hilltop and move south.
  • We have conduit to install under the pavement at Hilltop and Little Magothy, so there will be short lane closures for this work.

  • Waterline will be tested (pressure and bacteria) on the night of Thurs. Oct. 8, and Sunday, Oct. 11. The will be a lot of night activity the following week. The details will be provided in next week’s update.
  • There will concrete deliveries around 6 AM Tues. through Friday mornings. This will be for the entrance to the Park parking lot, curb & gutter on Hilltop and near the fire station, and driveways on the west side of Cape St. Claire and at Little Magothy. This work will likely continue into the following week.
  • We have conduit to install under the pavement at Hilltop and Little Magothy, so there will be short lane closures for this work.
  • We are making preparations for relocating the guardhouse. The actual move date is still pending. Update next week.

  • The contractor We WILL NOT have any lane closures north of the Fire Station area on Saturdays.

  • Daytime lane closures will continue as needed to complete the storm drain, curb & gutter and road widening as we approach Hilltop and Little Magothy.
  • The contractor is in conversation with the County regarding daytime Saturday work. We WILL NOT have any lane closures north of the fire station area. A more detailed update will be provided once the specific activities are identified.
  • There will be Saturday work on Sept. 12. Minor clearing of roadside vegetation early Saturday morning across from Radoff Road. Other
    Saturday work behind the gatehouse, no traffic impacts anticipated.

County Update Week of August 17th 2015 –

SHOPPING CENTER IMPACTS:

  • The contractor will be completing the remaining sections of water line installation at night. They will start the night of Sunday, August 16.
  • The contractor is allowed to close one entrance/exit at a time. However, due to the likely impacts to the Hilltop/Cape St. Claire intersection, there may be some impacts to traffic at the Rita’s exit when the center entrance/exit is closed. We anticipate this will be minimal at night.
  • The work will close EITHER the center entrance/exit or the Rita’s entrance/exit, not both at the same time. We will not need to close the gas station entrance/exit.
  • Nighttime lane closures are allow Sunday nights through Friday mornings, 9 PM to 6 AM each night. There will be no nighttime entrance/exit closures on Friday or Saturday nights.

GENERAL IMPACTS:

  • There will be additional nighttime lane closures for the water main stubs across Cape St. Claire Road at Little Magothy View, Woodland Circle, and Forest Terrace, and the fire hydrant at the fire station. We will never have any nighttime lane closures on Friday or Saturday nights.
  • Daytime lane closures will continue as needed to complete the storm drain, curb & gutter and road widening as we approach Hilltop, and continue north.
  • The contractor is in conversation with the County regarding daytime Saturday work. We WILL NOT have any lane closures north of the fire station area. A more detailed update will be provided once the specific activities are identified. This will not start until after Labor Day.

  • The contractor made significant progress on the waterline during the week of August 3!!
  • Due to the traffic impacts, they will be completing the various remaining sections of water line installation at night, starting the night of Monday, August 10. This includes completing the water line to the median at the center entrance, going up Hilltop to the service entrance, and stubs across Cape St. Claire Road at Little Magothy View, Woodland Circle, and Forest Terrace, and the fire hydrant at the fire station.
  • Daytime lane closures will continue as needed to complete the storm drain, curb & gutter and road widening as we approach Hilltop, and continue north.

  • Night time work this week – Sunday night through Wednesday morning. The first activity will be installation of storm structures near Radoff Road. Once this is complete, the contractor will start installation of the water line on Hilltop Road.

    7/27. This will continue for several weeks.
  • Next week, we anticipate night time lane closure of Hilltop, adjacent to the shopping center for installation of water line. This is projected to extend through August 13. These closures will be Monday night through Friday morning.

  • Due to weather impacts, the contractor has requested to proceed with the recently-cancelled manhole installation Sunday night through Tuesday morning, July 26-29. These appear to be good dates, as the required pre-work is nearly complete, as of 7/17.

  • Daytime lane closures at Radoff Road and south for road widening and minor water main installation.
  • Daytime lane closures in front of the shopping center once the road widening up to Radoff is complete, maybe Friday, 7/17.
  • Daytime work on storm drain at north end of Fire Station/Park parking lot. No lane closures.
  • The contractor has requested to proceed with the recently-cancelled manhole installation Sunday through Tuesday nights, on July 19-22. Based on the current weather forecas, they may not be ready for this activity. An update will be provided to CSCIA by 5 PM on 7/16.

County Update June 25th 2015 – The project remobilized on May 18, 2015. Waterline work will continue in the southbound lane in front of the shopping center and on Hilltop Drive. This work will be performed at night, beginning on June 29, Monday through Thursday nights. Road widening work will begin adjacent to the southbound lane near Radoff Road/ Woodland Circle. Expect flagging operations, and Saturday work activities.

A letter to all residents along Cape St. Claire Road informing them of the scheduled night work was sent out the week of June 22. A copy of that letter is included here. More information will be released as we hear it.

Update May 7th 2015 – Here is the latest update from the County: The project will be remobilizing on May 18, 2015. Waterline work will continue in the southbound lane near the fire station. Road widening work will begin adjacent to the southbound lane near Radoff Road/ Woodland Circle. Expect flagging operations, and Saturday work activities.

Here’s the rough schedule as laid out by the County. This, of course, is subject to change (but we hope it doesn’t have to)

  • Pave Hiker-Biker Trail – likely to be immediately before/after time as the Base Paving for SB Lane
  • Base paving for SB Lane – mid-August
  • Base paving for NB Lane – early October
  • Surface paving entire road (within our limits) – mid-October (Immediately after base paving)
  • Move guardhouse and signs – mid-July
  • Step Pool behind Fire Station – early August

Update April 2nd 2015 – The project will be remobilizing on April 6, 2015. Waterline work will continue in the southbound lane near the fire station. Road widening work will begin adjacent to the southbound lane near Radoff Road/Woodland Circle. Expect flagging operations, and Saturday work activities.

UPDATE December 1st 2014  The construction work has encountered additional unforeseen underground utilities that require redesign of some work elements. The project will be put on hold over the winter, as repaving after the waterline installation will not be realistic. Work is to resume in full force once the weather breaks in the Spring.

Background Information:

The Cape St. Claire Road widening is a Highway Safety Improvement project. The segment of road is narrow and has no shoulders. The emergency response vehicles based out of the Cape St. Claire Fire Station have difficulty passing. There is limited sight distance for drivers entering the roadway and minimal pedestrian access. Currently water services is not available for the Fire Station, shopping center or the residences between Saint Claire Court and the shopping center.

Benefits

This widening project will improve the ability for emergency response vehicles to travel through this roadway segment and improve sight distances at driveways and intersections. The added curb and gutter will improve drainage both within the roadway and on adjacent properties. There will be a new sidewalk on the east side and a hiker-biker trail on the west side for improved pedestrian access. A Step Pool Conveyance System will treat storm water runoff. The new 12-inch water main will extend from Saint Claire Court to the center entrance of the shopping center. Connections for individual residences will be brought to the property line, and residents will be given the opportunity to connect, at their convenience. Connection will also be brought to the property line for the shopping center.
